I find this article which describe the brain regions but it is for M-CRIB atlas,

My question is that is this the same as ICBM152 2023b which exists in the brainstorm default anatomy or anatomical regions that are being altered from version to version? I appreciate any direction, thanks.

No, it is not the same.
The atlas that is described in this paper(M-CRIB) is for Neonatal, whereas the ICBM is for adults.
