I stayed at an EMU and have a recorded focal to bilateral tonic-clonic seizure, but I can’t open the .eeg or .ptn files to view them. Do you know of any open source software that will allow me to view these files?
Unfortunately, .eeg is not a standardized format, many manufactures use that extension, for different format files. As per this previous post:
As you have .eeg and .ptn files, try to read them as "EEG: Nihon Kohden”
If that does not work, try with the other formats that are also .eeg:

You can also try the Neuroscan epoched file format .eeg
